Parliamentarians Forum on Women and Leadership in a Democracy

The Parliamentarians Forum on Women and Leadership in a Democracy was hosted by the Commonwealth Parliamentary Association, the Social Transformation Programmes Division of the Commonwealth Secretariat, the Parliament of Uganda and the Uganda Women’s Parliamentary Association. The two-day activity was designed to bring together key women Parliamentary leaders with key women political leaders to address a number of key issues concerning participation in processes of democratic decision-making within Commonwealth countries. Participants considered international frameworks and commitments and assessed progress made as well as identified gaps and challenges remaining. There was particular focus on Parliamentary initiatives and strategies undertaken not only to increase the number of women in legislatures but to go beyond numbers to identify ways in which women can make a greater impact once they enter Parliament. It Forum provided for a greater understanding of gender, leadership and democracy within the Commonwealth framework.
The Forum participants proposed concrete recommendations for action to Ministers attending the 8th Commonwealth Women’s Affairs Ministers Meeting taking place in the same venue in Kampala, 11-14 June 2007. Hon. Lindiwe Maseko,WGE, MPL,Chairperson of the Commonwealth Women Parliamentarians represented the CPA at the 8WAMM together with Hon. Dame Jennifer Smith, Deputy Speaker of the House of Assembly, Parliament of Bermuda and Senator the Hon. Joanne Massiah, MP, Minister of State, Ministry of Agriculture, Lands, Environment, Marine Resources and Agro Culture, Antigua & Barbuda. .
