Parliamentary Staff Development Workshops

The CPA Secretariat organizes these Workshops across the Regions of the CPA. The sessions are conducted by a Resource Team largely drawn from around the region. CPA meets accommodation and subsistence costs but Branches are responsible for the cost of travel. 

Asia and South-East Asia

The first staff workshop for these two Regions was held in Kuala Lumpur, Malaysia in June 2005. The programme focused on the budget process and the sessions dealt with:

  • The Budget Process - Overview,
  • The Budget Process - Practical Analysis,
  • The Budget Process - Parliamentary Approval,
  • The Malaysian Budget Process,
  • The Audit Process,
  • The Singapore Budget Process in Parliament and
  • Parliamentary Research Services.

Africa

The Workshop for the Africa Region took place in Windhoek, Nambia in October 2005. The programme included sessions on:

  • The Commonwealth and the CPA,
  • Regional Issues,
  • Standing Orders - Making Them Work,
  • Making Committees Effective,
  • Parliamentary Responses to HIV/AIDS,
  • The Administration and Funding of the Legislature,
  • Research and Report-Writing Skills,
  • Parliaments, Poverty Reduction and Financial Oversight, and
  • The Zanzibar Recommendations.
