Regional Workshops on the Administration and Funding of Parliament
Members and parliamentary staff examine all aspects of this new administrative approach, from relations between the Speaker and Clerk and the rest of the staff to financial controls, service delivery, the provision of information, security and human resources management.
Following a CPA/Wilton Park Conference on financing politics in 2004, the CPA with the World Bank Institute organized a Study Group of Parliamentarians and senior Clerks in 2005 in Zanzibar to look into best practices in such corporate management structures and how the CPA can assist Parliaments and Legislatures to implement them.
The Study Group concluded a corporate body, similar to those some Assemblies have set up, is the best way to manage resources and enhance parliamentary independence from the executive and it drafted recommendations on how to adopt this approach.
The first Regional workshop took place in Mauritius in September 2006. The second Workshop was held in the Maldives in April 2007.
